Medicare Savings Program Terminations - Update 10-5-10

As discussed in previous MMW Alerts (9-15 and 9-23), approximately 8800 individuals received letters from SSA stating that the state of Illinois would no longer pay their Part B premiums. Of those 8800, approximately 2100 had already received notice from the Illinois Department of Human Services (DHS) about a termination and been given the right to appeal. The other 6700 had not received any notification from DHS prior to termination. Because of this, those approximately 6700 were reinstated into the Medicare Savings Program and letters were sent to the affected people this week from DHS explaining what is happening.

Medicare Savings Program Terminations

The Illinois Department of Human Services (DHS) recently conducted an audit of the list of people enrolled in the Medicare Savings Programs (MSP). These include the QMB, SLMB and QI programs (see chart below.) Each of these programs pays the monthly Medicare Part B premium for those who qualify; those in QMB also receive assistance paying their Medicare coinsurance and deductibles. As a result of the audit, more than 8,000 people were identified as not eligible and terminated from the program. They also identified more than 3,500 dual eligibles (people who have both Medicare and Medicaid) who were eligible for a Medicare Savings Program but not enrolled. DHS has placed these individuals on MSP so they can begin to receive benefits.
